New Survey: The Israeli public expresses unequivocal opposition to the establishment of a Palestinian state — even in exchange for normalization with Saudi Arabia. 80%of the Jewish public opposes a Palestinian state.
A new survey from the Jerusalem Center for Public Affairs (JCPA) reveals that 70% of the Israeli public opposes establishing a Palestinian state. (
The poll, conducted by Dr. Menachem Lazar and the “Lazar Research Institute” on September 16–17, 2025, included a representative sample of 698 Jewish and Arab Israelis (margin of error ± 3.7%).
Key Findings:
70% of all Israelis (Jewish + Arab) oppose creating a Palestinian state along the 1967 lines — this is the highest opposition level since the war began.
Among Jewish Israelis, the opposition is even stronger: 79% are against a Palestinian state (up from 76% in a previous survey).
Only 8% of respondents support a Palestinian state unconditionally; 13% would support it if there is recognition of Israel and disarmament; 9% said they have no opinion.
62% of Israelis oppose the creation of a Palestinian state even if it comes with normalization with Saudi Arabia. Among Jewish Israelis, this opposition rose from 67% to 73%. Meanwhile, 56% of Arab Israelis support a Palestinian state, including 34% who support it without conditions.
Shagiv Steinberg, CEO of the JCPA, commented: “The Israeli public is drawing a very clear red line to its leaders and to the international community. A Palestinian state is no longer acceptable to the Israeli public after October 7 — not for a diplomatic pathway, not for reforms, and even not for normalization with Saudi Arabia.” I
